Protogen.exe option java_package like #361

For cross language projects's very useful  to  generate class in own namespace. 
Smth like java option java_package.

It doesn't currently implement a custom instruction, however the "package" 
element is observed, and there is a -ns:Foo command-line-option; either of 
those help?

I specify -ns:Foo, but my *.proto contains packagename so it's overwritten.
