Updated Fabric Loader version and Fabric API version #509

I did so you do not have to. Just Merge this PR if you find this "working".

Btw IDK about fabric loom version so I left as it is.

EDIT: I updated the loom to 1.5 (here is my fork of this repo: https://github.com/PSGitHubUser1/Fabric-Generator-MCreator)

Um I thought it would be better to update so because there any many mods like Create mod which has minimum support for 0.15.0 and 0.86.0/1 now... And I tested on my workspace, its working for me atleast... the only problem is that all the percentages of like "supports blocks, items" in Workspace settings is zero for some reason.. but everything is working fine.. (block,item)

I guess that is because I am using Fabric Essentials plugin for 1.20.1 (I modified and updated it for my use)

If Create requires Fabric 0.x and your mod uses Fabric 0.w to work, you simply need to the FB version that is the higher and it won't (shouldn't) cause a problem.
