Added logic for the following:

• Make sure assignments are assigned at the same time of day so that they combine into a single assignment card on assignment screen rather than make a new card for the same drill
• Fixed assigned time to be based on timezone
• Does not allow the assigning of the same drill to a user in the same day

How to Test

• Assign a couple players to a new drill
• Click on same drill and assign more players to that drill
