OWNERS cannot place signposts #28

Is the omission of an OWNERS if-clause in ConfigHandler.SecurityLevel.canPlace() intentional? Without it, players can't seem to place them when signpostPermissionLevel=OWNERS. I presume the same is true of waystones.
