Collateral give the right to validate blocks
Votes for delegate give delegates rights to define the structure of inflation, reg fee, APR and other consensus variables.
Collateral is defined as 300k GOLOS. Model definition
Collateral should be deposited from GEST. It can be withdrawn any time back to GEST. Fines structure needs to be discussed.
