Our node lacks support of messaging protocol for application developers. I propose Whisper because it is THE ONLY messaging protocol that:

already is being used in 2 more blockchain node implementation: Geth and Parity
at least 10 known dapp developers are building using this Whisper convention
cyberFund has a plan to integrate Whisper messaging into cybernode

At least 1 team (Steepshot) is going to use it in case of support by golosd.
