Add debug_node for 16.5 #373

Add debug_node plugin and refactor it to suport appbase and new json_rpc. Also adapt it to the current code base.

  1. Added debug_node plugin and API supporting new json_rpc
  2. Tested most of APIs except debug_push_blocks method.
  3. Added a small description how to test APIs with curl.
