Fix all plugins to save the 16.4 API compatibility #407

Task is to refactor msg_pack serialization and unpacking in most of plugins to save the compatibility. Plugins list:

  1. account_by_key_object
  2. auth_util
  3. block_info
  4. raw_block
  5. private_message
