Loose Cannon Charge Bar overlaps Shield Charge Bar #52

Not sure if it's doing this for non-4:3 overrides, but the Loose Cannon's bar 
overlaps the Shield bar when the Loose Cannon is held. I got a temporary fix 
going by just deleting the resource file for the Shields, but it's kind of 
annoying.

Actually, I fixed it myself. Just changed the "ypos" for "ChargeMeter" in 
HudDemomanCharge.res to 14. Works perfectly for 4:3 that way.
