Modified outdated package, url and field #17

steamcmd doesn't require lib32stdc++6 today so it has been removed from the packages installed The download url for steamcmd has been changed on valve's website so I updated it in the Dockerfile The field MAINTAINER doesn't exist anymore and has been replaced by LABEL which I've done
