Clicking “Account Details” for a User lands them in the Account Deletion window

User navigation from clicking “Account Details”

When I clicked this (to see if I could answer the Accept Cookies once and for all; unfortunately not), it landed me right smack in the Account Deletion box. We need to have the button navigate Users to the top of the Account Details page, not in the Account Deletion box.
