Update default primary contact for new sites #1024

An NP’s Primary Contact Email Address should be the automatic default for the NP Site’s Administration Email Address

Currently the AEA defaults to the email address of the Admin who creates the NP Site.

It would be best if this happens during NP Site creation:

When the Primary Contact Email Address for the NP is filled in, that email address should be automatically made the Administration Email Address (which is in the NP Dashboard Settings > General).

This will create a lot less confusion post-NP site creation.
