NP Site Admins need to be able to flag Super Admins to grant Site Admin status to NP Users

Ideally, there would be a solution within the Admin dashboard vs. having NP Admins email the GOODBIDS team, which doesn’t scale very well.

It’s needed for both:

  1. the first time a Site Admin is added to an NP Site, because there’s no existing Site Admin to add the new Admin.
  2. when existing NP Site Admins can’t figure out how to add colleagues as NP Admins.
