[UX enhancement] Update Main Page Collective tile behavior

Issue

Current Implementation of cards has 2 different click behaviors:

• clicking on the image opens the collective
• clicking on the text requires 2 clicks to open (1 click used to expand to see all of a longer description).

This is confusing and users do not understand the pattern.

Fix

1. Update design of tiles to accommodate more text without requiring expansion
2. Specify max characters that match with updated design
3. Update code so that clicking anywhere on the tile brings the user to the Collective Detail page

When I click on the collective text it expands it, I expect it to go to the collective page. User is not clear where he needs to press to see collective
