[BUG] Failed to send verification email during signup via passwordless

Reproducible on Prod and QA

Steps: 1) signup via passwordless 2) enter username 3) enter a valid email address 4) click on "send" button 5) observe the result

Actual result: "Could not send verification email" error is shown

Expected result: The user should be able to continue the signup

Env: QA 2.37.1-0; Prod 2.39.0
