[NGW] Modal redirect for GoodWallet users + Feature Flag (android) #4318

Redirect should begin on 11 November for users in India (and UK) only

Similar to the modal implemented in this ticket, but with a feature flag so it can be pushed to Android users based on

Text should read: "To continue using GoodWallet, please access the New GoodWallet using a web browser [ https://goodwallet.xyz/ ]." Button CTA: "Go To New GoodWallet" URL: https://goodwallet.xyz/ No dismiss button (they can only click the CTA)

Acceptance Criteria: [ ] Feature flag works: Modal is displayed only to Android users and based on feature flag settings (e.g. to only specific wallets or countries) [ ] All URLs on the modal redirect properly [ ] The user cannot dismiss the modal
