[GoodID] register to redtent

[sirpy]

add an api endpoint goodid/redtent to register a user to the redtent pool

• [x] no auth required for endpoint
• [x] input in post body credentials, videoFilename
• [x] verify credentials are valid (ie signed by us)
• [x] verify user has uniqueness credential
• [x] verify all credentials issued to same account
• [ ] verify user location + gender from credentials are valid for redtent
• [x] verify videoFilename equal {account}.{ext} and exists on our redtent bucket
• [ ] if all valid call multiwallet registerRedtent(account)
• [x] if not valid return response with http error
