That way, if they do overwrite what was previously settings.cfg with their own settings, if they then commit some changes and try to submit a patch they won't have to pick between committing their files or going through the effort of committing partial changes or for updates moving their file to an out-of-directory backup, pulling new changes, then moving their file back in.
