Make a wiki page telling a guide lines for developers

Write wiki page about these things (at least):
* Must use proper coding convention (http://www.irritatedvowel.com/
Programming/Standards.aspx)
* Remember to use Issue list! When one starts/finishes to work with 
something, make/update the corresponding issue
* When commiting, add comment what Issue you're commiting. Examples:
 # In the last revision, r100 <something> broke. Fix for that. (r100 will 
be replaced with link to revision)
 # just fixed issue 99 with this commit. (issue 99 will be replaced with 
link to issue)
