Global Mouse Hook lags/freezes #9

Upon enabling the global mouse hook the form along with the mouse will lag 
out if you click the minimize, maximize, or close button. This side effect 
may or may not be seen else where. I am pretty sure it has to do with .net 
handling the hook but I can not verify that at this time. More 
investigation needs to be done.
