Develop a Python code base for Plagiarism Checker

This issue is to track the development of a Python code base for Plagiarism Checker. The Python code base should be able to:

• Scan text for plagiarism.
• Compare text to a database of known sources.
• Identify passages of text that have been plagiarized.
• Generate a report that shows where plagiarism has occurred.
