This issue is to track the development of a Python code base for Speaking Dictionary. The Python code base should be able to:

• Pronounce words and phrases in different languages.
• Adjust the pronunciation speed.
• Display the phonetic spelling of words.
• Save and load pronunciation lists.
• Export pronunciation lists to different formats.
• Integrate with other applications, such as text editors and web browsers.
