When this feature is complete, from the API, we should have the ability to Create, Update and Delete Users. Work for this includes:

Integrating Spring JpaRepository for Users
Exposing Create / Update / Delete API endpoints with appropriate HTTP Methods (POST, PUT, DELETE)
