Difficult to find the 'Draft Intent to Ship' button // new UI for launch process is confusing #3592

I believe this UI changed 'recently' (in the last 6-12 months), and coming to it for the first time I found it incredibly difficult to locate the 'Draft Intent to Ship' email button. It took me so long that I nearly gave up and went to find the old email template manually. In the end I found it via luck, just clicking about on everything I could in the 'Prepare to Ship' stage.

To me, it's very unclear that I should click on each of the 'Privacy', 'Security', etc buttons - this was new to me, and the buttons don't clearly indicate to me that they are sub-stages that I should be kicking off. It's also not documented anywhere that I could find - https://www.chromium.org/blink/launching-features/ still just says "Proceed to the “Prepare to Ship” stage in ChromeStatus; this will generate an Intent to Ship mail that you should send to blink-dev.".

Describe the solution you'd like A few things:

  1. Documentation for using ChromeStatus given the newly added complexity, updated at https://www.chromium.org/blink/launching-features/ and anywhere else relevant.
  2. A clearer UI in the tool, indicating that you need to click on each of the Privacy, Security, etc buttons in order for your feature to go towards shipping.
