Some API Owner gates were set to NA on older feature entries #4219

There are some API Owner gates with state NA even though the gate has no votes, not even a request for review vote.

E.g., https://chromestatus.com/feature/4784885279490048?gate=6599386159644672 and https://chromestatus.com/feature/5717324021628928?gate=6727555835494400

I think these are likely the result of a data migration bug because the examples that I found are on older featureentries that would have been migrated to our new schema in late 2022.

Also, /scripts/evaluate_gate_status is not working. I should have been able to use it to correct this problem across the site.

I ran the script and it says that it updated 590 gates. The examples of NA that I found have all been fixed to be PREPARING.
