Update lighthouse to v.11.7.1 #1028

Is your feature request related to a problem? Please describe. I would like to start using the latest lighthouse features and start reporting those to a custom lighthouse ci server.

Describe the solution you'd like Update packages/cli to use the latest lighthouse. See here

There's already a merged https://github.com/GoogleChrome/lighthouse-ci/pull/1035 12.0.0 what's missing is a new release

LHCI 0.14.0 is now released with LH 12.1.0.

No, it's in maintenance mode.
