Setting up a performant instance of the server, at low financial and manpower maintenance cost, while retaining great security posture.

Could lighthouse-ci be deployed to Cloudflare Workers? i.e. as an officially supported option?
Doing so would allow:
Use Cloudflare D1 as the backing datastore (i.e. SQLite API)
Very low latency to users (runs on Cloudflare's edge network)
Low cost (Lighthouse CI servers, as a development tool, get low / sporadic traffic compared to production workloads, so it's a good fit for serverless models, at least in theory)
Zero-trust access control via Cloudflare Access - controls which employees have access to the served HTML, and allows CI servers to upload results via service tokens
Seems like win/win to me? We're thinking of setting up a private Lighthouse CI server, but we're wary of the maintenance requirements of setting up operations for yet-another-in-house-service. Serverless would go a long way to making it an easier sell.
