[webtransport] Set ENABLE_CONNECT_PROTOCOL settings #754

To enable extended CONNECT methods. WebTransport uses extended CONNECT methods.

Hi @bashi I'm trying to update aioquic to better align it with recent specs. Why is ENABLE_CONNECT_PROTOCOL needed, unless I'm mistaken the specs explicitly state:

the SETTINGS_ENABLE_WEBTRANSPORT setting implies that an
endpoint supports extended CONNECT
