Introduce the `Columns` shortcode from developer.chrome.com to web.dev. #57

The -w prefixed for the inline class is an artefact from the old system that needs to be cleaned up. There are many existing posts using the w-column class name.

Since all the w-column need to be removed, so It will be worth introducing the Columns shortcode we have on d.c.c to web.dev.

When working on this, please evaluate wether it makes sense to have a shared shortcode here in webdev-infra, which can be used by both d.c.c and web.dev, like the BrowserCompat shortcode for example.
