At the moment DCC and Web.dev have two different implementations for the banner component.
Linked to https://github.com/GoogleChrome/web.dev/issues/9835. In order to make the banner dismissable, the component structure becomes similar to the one on DCC, so it makes sense to unify both components in a single, shared one.
