Adopt the webdriver-bidi-protocol package #2359

We should adopt https://github.com/googlechromelabs/webdriver-bidi-protocol to avoid maintaining double amount of auto-rollers. The specs can be re-generated in https://github.com/googlechromelabs/webdriver-bidi-protocol and rolled into chromium-bidi using dependabot.
