Description

This PR adds code to

Highlight rows of the CookieIssues table.
Add click event on categories section under Blocked reasons matrix

Relevant Technical Choices

Testing Instructions

Analyze a site from CLI and open the dashboard.
Open the cookie landing page and scroll to the blocked reasons section
There will be a category matrix, click on any item.
It will open the cookie table on the first frame with filters selected.
Now open the cookie issues table, the rows should be highlighted.
