Description

This PR adds code to add a Protected Audience API landing page to show an info section with links for better learning access to the API.

Relevant Technical Choices

Testing Instructions

Open the PSAT panel and click on Private Advertising Dropdown.
A landing page named Protected Audience should be visible.
Click on it and the landing page should open.
URLs should open pages related to Protected Audience API
