Subscription alert not coming in app server

In the application server, when i run the given code, it wont ask for user subscription and is giving an error "Failed to subscribe the user: DOMException: Subscription failed - no active Service Worker". But it works fine on google chrome server. Pls help. i am using Tomcat server
