Modifies BigQueryIntegegrationTest.java - add additional parameter is-sql which when set to True would execute Flink's Table API methods such as .select($(*)) to read the BigQuery Table and .insertInto().execute() to sink records to bigquery table.
Corresponding changes in cloudbuild.yaml, nightly.sh file to add necessary steps:
Creation of a new cluster to run the unbounded table api test and addition of a step to run the job.
Addition of a new step to run the bounded table api testing job to the bounded-readwrite cluster.
