Support cuda-12.1 for nvidia-l4 GPUs #1117

Nvidia L4 GPUs are supported with CUDA 12.0+.

We recommend using at least cuda toolkit 12.1 for L4 https://cloud.google.com/compute/docs/gpus/install-drivers-gpu#no-secure-boot.
