Init action for installing ops agent #1124

With Dataproc 2.2, we recommend installing ops agent for VM system metrics as well as third party application observability. See release note: https://cloud.google.com/dataproc/docs/concepts/versioning/dataproc-release-2.2

This PR provides an init action for installing Ops Agent.
