optOutProjectNumbers should be optional #9

Hello there!

First issue here. This project was very much needed to trim all the unused resources at scale.

However, I think the optOutProjectNumbers argument should be made optional for better UX.

Thanks @ebarti ! Can you tell us more - are we talking about the terraform experience or CLI? Have you tried providing an empty list?
