chore: Update renovate.json5 #343

not sure we want to update kokoro requirements with renovate, will lead to clutter and potentially broken release builds. I think if the kokoro job is stable we should just leave it be and patch as needed. Any reasons for having renovate update it frequently?

This was my (maybe bad) idea. Let's hold off on this for now.
