cleanup: re-organize repo structure

The anthos service mesh samples repo should be cleaned up to better separate workshop content, demos, samples, and building blocks. Currently our docs folder is a 'catch all' for all our samples that are not a workshop. We also need to better have kustomize be able to create the k8 resources for tutorials. online-boutique-asm-manifests is a good start, I would like to move it out to better showcase it as a building block where users get started before venturing into the demo folder. Things to do before merging

• check if region tags are affected
• check acm/asm resources aren't going to be affecting the config sync flow

Good question. This is an important piece of work for this repo. But since it's a large effort and in light of other new priorities on our team, this is not something we will be able to compete this year.
