Add Include Tags, Parametize Database Settings #3

@jonparrott I know the vendoring is ridiculous, I had forgotten to pre-vendor mysqldb and upgraded to Djagno 1.9. I sent email seeing if we can undo it. Either way this commit is erally just adding the include tags and one small fixup in the config file.
