Detach the ZetaSQL Toolkit #8

The ZetaSQL Toolkit is being released on Maven Central as of version 0.3.0.

This PR:

  1. Removes the source-code level dependency to the toolkit
  2. Removes the toolkit's sources from this repository
  3. Updates dependencies to ensure compatibility between the two projects
