updating README and UD(A)F descriptions for datasketches functions #431

Updated following: 1) Added UD(A)F description for each of the 16 datasketch function 1) Added all the functions in community/README pointing to respective function sqlx files and datasketches/README 2) Updated datasketches/README function specs tables - functions names are linked to respective sqlx file

Note: Adding references to sqlx files seemed more relevant than cross referencing to community/README
