Use Case:
I am an Apigee developer, and I frequently work on configuring policies for API proxies in my local development environment. While the Cloud Code extension for Visual Studio Code is incredibly helpful, I face challenges when it comes to arranging the execution sequence of these policies. Currently, I have to manually edit the XML files of the proxy/target endpoint to define the policy sequence. This makes it challenging to troubleshoot and fine-tune policy execution. A Policy Sequence Visualizer within Visual Studio Code would significantly improve the efficiency of policy configuration and reduce the chances of errors.

I would greatly benefit from the addition of a "Policy Sequence Visualizer" feature in the Apigee extension for Visual Studio Code. This visualizer would provide an intuitive graphical interface that allows me to:
Drag and Drop Policies: Easily rearrange policies by dragging and dropping them within the visual editor.
Configure Execution Sequence: Visually define the execution order of policies to ensure they function as intended.
