Use case
As a user, I would like the ability to leverage vscode different profiles to login to a different google cloud account, such that I could have one profile in vscode for one google cloud account, and another vscode profile for another Google cloud account.

To link the oauth token secrets storage requester and getter to the vscode profile, rather than having it be a global.
