go/ct4j-new-metrics has page for cloud-opensource-java artifacts. It already has the enforcer rule. Let me add one for BOM.

Added metric collection for libraries-bom. I'll update you once it shows some numbers.

Pantheon gcp-dev-tools > Storage > maven-central-stats/com/google/cloud. Still zeros.

Why doesn't our ct4j-metrics-collector read this? I'll check further.
