Main tracking bug for work related to adding OpenTelemetryTrace to the cartservice.

[x] Instrument cartservice with OpenTelemetry trace
[x] Instrument cartservice with ASP .NET Core and Redis tracing
[x] Deploy OpenTelemetry Collector as sidecar container
[x] Deploy OpenTelemetry Collector as standalone gateway deployment forwarding to Cloud Trace
