Add productcatalog latency recipe #808

The qwiklabs team has requested we add a new recipe to add latency and an error message to the product catalog service, similar to https://github.com/xiangshen-dk/microservices-demo/tree/master/src/productcatalogservice

This doesn't seem to be a priority for the qwiklabs team at this point, so closing the bug
