feat: add repo to Cloud Source Repositories #842

The qwicklab team woiuld like to write a lab that involves the debugger, but they'd need to add a copy of the code to GCP's Cloud Source Repositories so they can step through the code. We should probably do this as part of the terraform set-up

It looks like Cloud Debugger is being de-emphasized, so I'm going to close this issue for now
