feat(terraform): use var instead of static vars + update terraform readme #857

Changed files in main directory numbering(remove dupp)
Use gke_cluster_name and appengine_region as vars instead of static values.
Update Terraform documentation:
- Update based on actual dir structure
- Change Stackdriver to Cloud Operations
- Remove AI to create Workspace as it is not needed

Note this is cherry picking from /pull/827 as time passed.
